Executive Summary :

The United Nations Convention recognizes disability as a human rights and development issue, aiming for sustainable development as disability-inclusive. Around 466 million people suffer from hearing problems, with 80 of them being illiterate or semi-illiterate. India, the second-highest population country, has 2.68 million disabled persons out of 121 million. Sign language is used by hearing impaired people, parents, and teachers. To make information more accessible, new educational paradigms and eLearning platforms should be established. The proposed project aims to develop an eLearning ecosystem, create an interactive encyclopedia, integrate ICT, and conduct periodic knowledge dissemination programs.

The proposed project aims to create an online, intuitive, and user-friendly encyclopedia in Indian Sign Language for the Indian deaf community. It will include an exploratory eLearning portal with various learning, teaching, and evaluation modules. The project will work with deaf-user organizations to increase opportunities for learners with special educational needs. The integration of ICT in learning and teaching will create environments for deaf people to become confident and self-directed learners. The project will involve various phases, including logic building, technical, behavioral, implementation, and testing.
