Executive Summary :

Tobacco use is a major public health threat leading to death of about 6 million people globally and a million adults in India every year. The tobacco control law in India Cigarettes and Other Tobacco Products Act (COTPA) was enacted in 2003, however, its implementation is inadequate and is different across Indian states. We aim to systematically study its implementation across Indian states and the region to help improve our understanding of how to strengthen implementation of tobacco-control policies. By systematically studying implementation, we plan to draw lessons for helping improve tobacco control interventions thereby reducing disease burden in India.
