The invention relates to a novel composition of Portland slag cement utilizing a waste material namely silico manganese (SiMn) slag, a by-product of alloy industries. In the method of invention SiMn slag is granulated by water quenching of molten slag by using jet of water. The amorphous phases of SiMn slag have been increased significantly due to water quenching which helps to enhance the reactivity of SiMn slag. Granulated SiMn slag is ball milled to obtain desired particle size and mixed intimately with ball milled Portland cement clinker, and then gypsum is added to the mix and milled. The final mix is called Portland slag cement. This cement produces comparable properties like conventional cement.
