The One Nation One Subscription (ONOS) scheme, launched by the Government of India, is a groundbreaking initiative designed to provide nationwide access to the latest scholarly research articles and academic journals. This initiative aims to foster scientific research and innovation by offering affordable, country-wide access to high-quality academic content. Through ONOS, students, faculty, and researchers in universities, colleges, and research organizations will benefit from seamless access to valuable resources that drive innovation in various fields.
The scheme has been approved with a significant allocation of ₹6,000 crore for the years 2025 to 2027. This investment will enable the establishment of national licenses with leading STEM publishers and database producers globally, making it easier for India's academic community to access the latest research. The scheme will be managed digitally through a unified portal, allowing streamlined access for all eligible institutions and researchers.
The benefits of One Nation One Subscription scheme will be provided to all Higher Educational Institutions under the management of the Central or State Government and Research & Development Institutions of the Central Government, through a national subscription coordinated by a central agency, namely the Information and Library Network (INFLIBNET), an autonomous inter-university centre of the University Grants Commission (UGC). This list covers more than 6,300 institutions, translating into nearly 1.8 crore students, faculty and researchers, who will be able to potentially avail benefits of One Nation One Subscription.
ONOS aligns with national goals such as Viksit Bharat @2047, National Education Policy (NEP) 2020, and the aspirations of the Anusandhan National Research Foundation (ANRF). By making scholarly journals available to researchers, academicians, and students in tier 2 and tier 3 cities, the scheme intends to bridge the digital divide, foster interdisciplinary research, and empower rural and urban areas alike with equal opportunities to thrive in scientific and academic pursuits.
The ONOS initiative comes as part of the Indian government’s efforts to enhance education and research, ensuring that all educational institutions—whether in major cities or remote regions—have equal access to high-quality academic resources. By addressing the need for affordable access to research materials, ONOS is expected to strengthen the country's academic output and support the development of a robust research culture. With this initiative, India aims to become a leader in global research and innovation, contributing significantly to both national and international scientific advancements.
